Profile

• Appointed to the Ontario Court of Justice in 1996. Served as Chair of the Rules Committee of the Ontario Court of Justice.
• A recognized authority on the rules of court and regulatory offences. Author of Libman on Regulatory Offences in Canada and Criminal Trial Rules in Provincial Courts in Canada (Earlscourt Legal Press), and of publications on the Provincial Offences Act (Ontario) and the Contraventions Act (Canada), including Handling Provincial Offence Cases in Ontario and Handling Summary Conviction Offences (Thomson Reuters Canada).
• Adjunct professor at Osgoode Hall Law School, York University, teaching criminal law and regulatory offences. Has also taught criminal and business law at Bond University (Gold Coast, Australia), Humber College, and Toronto Metropolitan University.
• Incipient Director of the Osgoode Professional Development certificate courses on Provincial Offences Court Practice and Handling Summary Conviction Offence Cases.
• Called to the bar in 1982. Worked as an Assistant Crown Attorney and later Crown Counsel, arguing trials and appeals in all levels of court in Ontario and in the Supreme Court of Canada. Designated a certified specialist in criminal law by the Law Society of Ontario.
• Has taught NCA-accredited courses for over 15 years, including criminal law, constitutional law, administrative law, professional responsibility, and foundations of Canadian law, at the University of Toronto, Bond University, and CCEC.
