Purpose
This document sets the conditions and the process for administering the students’ requests for tuition refunds on vocation programs.
Please review and apply our following specific refund policy to ensure you are eligible for a refund. The refund procedure and form is available at the bottom this page.
ISP (International Student Program) Refund Policies.
Admission process fee ($500) is non refundable.
The services offered for this fee (Admission Application Processing Fee/LOA ) are the following:

General Refund Policy
Refund on legal fees: If you have opted to retain the legal services for your study permit, these matters are handled by an independent team of legal professionals outside the College's scope of business and activities. Any fee paid for this service will be non-refundable once the process has started and the legal professional has accepted your matter for re-presentation. Please note that these fees are disbursed to the legal team for their services/expenses.
Student/admission Categories.
A-Incoming (New) International
Prospective International Students who have been issued a Letter of Acceptance (LOA) or a Conditional Letter of Acceptance (CLOA) (The LOA fee is nonrefundable).
(i) who do not start any courses either in person or online; or
(ii) who withdraw on or before the commencement date of for courses for that term; will be eligible to receive a *refund of all tuition fees paid if their student visa or study permit is denied by Immigration, Refugees based on in-person delivery format, and Citizenship Canada (IRCC). *Excluding Tuition Refund Processing fee ($25-150) and bank charges
(iii) who withdraw on or before the date of the start of the program for courses for that term; will be eligible to receive a **refund of all tuition fees paid, if their student visa or study permit is approved regardless if they have entered Canada nor not by Immigration, Refugees and Citizenship Canada (IRCC). ** Excluding Tuition Refund Processing fee ($500+/-)
B-International students who receive a visa denial must either submit the original paper visa refusal or the original email with the decision that includes all electronic headers and routing. Refunds will not be processed until the correct documentation is received. Or
C-International students who receive a visa or study permit approval and does not wish to pursue study or maintaining status in Canada in any other category: To be eligible for a withdrawal from the program or admission, students must provide the Accounts Department with a Letter of Acceptance from another institution or the official flight ticket to their home country.
Under the DLI Compliance Regime administered by Immigration, Refugees and Citizenship Canada (IRCC), designated institutions are required to report on enrollment status and ensure that study permit holders associated with the institution are meeting their conditions of stay.
Where a student has:
Obtained approval of a Canadian study permit; and
Paid tuition or related fees; and obtained admission/enrolment from the DLI to continue study or extend the permit
Elected not to commence or continue studies at the institution
Elected to stay in Canada without any legal status
The institution requires documented evidence demonstrating that the student is no longer remaining in Canada under this institution’s enrollment record.
Accordingly, refund eligibility is contingent upon submission of one of the following:
A valid Letter of Acceptance (LOA) from another Canadian DLI (confirming authorized transfer); or
Satisfactory documentary evidence of departure from Canada, including:
A confirmed commercial flight ticket or travel itinerary indicating departure from Canada; and
Where available, supplementary documentation such as boarding confirmation or entry/exit stamps.
This policy applies to international students who:
Have received approval of a Canadian study visa or study permit; and
Have paid tuition and/or fees to the institution; and
Seek a refund after visa or study permit approval.
This policy is established in accordance with the Immigration and Refugee Protection Act (IRPA) and the Immigration and Refugee Protection Regulations (IRPR), including but not limited to:
IRPA s.20(1)(b) – Requirement for foreign nationals to comply with conditions of temporary stay
IRPA s.29(2) – Obligation to leave Canada at the end of the authorized period
IRPA s.41 – Inadmissibility for non-compliance with the Act
IRPR s.220.1 – Conditions imposed on study permit holders, including active pursuit of studies at a Designated Learning Institution (DLI)
IRPR s.222 – Loss of temporary resident status at the end of the authorized period
IRPR s.182 – Restoration of temporary resident status
As a Designated Learning Institution (DLI), the institution is required to ensure that international students who have been issued a study permit are enrolled and actively pursuing studies in compliance with Canadian immigration law.
Under IRPR s.220.1, study permit holders must:
Remain enrolled at a DLI; and
Actively pursue their course of study.
Failure to comply with conditions
Failure to comply may result in loss of status under IRPR s.222 and inadmissibility under IRPA s.41.
By requiring proof of transfer or departure, the institution ensures that:
It does not facilitate non-compliance with Canadian immigration laws;
It meets its reporting and compliance obligations as a DLI;
Students are not placed at risk of violating their temporary resident conditions.
Withdrawal will not be considered completed where documentation does not sufficiently demonstrate transfer to another authorized institution or departure from Canada.
As a Designated Learning Institution, the institution must:
Accurately report enrollment status to IRCC in accordance with regulatory reporting cycles;
Ensure that study permit holders associated with the institution are either actively pursuing studies or properly withdrawn;
Avoid facilitating circumstances that may contribute to non-compliance under IRPA or IRPR.
Failure to exercise due diligence in monitoring and documenting enrollment changes may expose the institution to regulatory consequences under the DLI compliance framework.

2-Please note that, if we do not receive your proper response with the required document or information or before the start date of the program, we will cancel your enrollment and LOA with our college and report this incident to the proper Government authorities including CBSA and IRCC for their attention and necessary action.
D-Continuing students
Continuing students who drop a registered course(s) will receive a refund less any applicable non-refundable fees as identified in the CCEC Academic Calendar:
An international student holding a valid study permit: To be eligible for a refund, continuing international students must provide the Finance Department with a Letter of Acceptance from another institution or the official flight ticket to their home country. This ensures that students meet the requirement of residing in Canada.

The refund can only be made to the student's account in her/his name and via the same method by which the college received the payment. For example, if you have paid via credit card, a refund will be issued to the same credit card. In case the refund is rejected by the credit card issuing bank, in that case we can consider transfer via wire or bank transfer or email. In that case, please provide the student's banking details in a notarized letter so that the refund can be received.
Refunds can be issued to third parties if we have a written original notarized (verifiable) authorization from the student to transfer funds to another third-party account. All this information or refund requests must be submitted with a form available on the above web page. We do not accept refund request via email. Use this form. There are no exceptions.
